Ukrainian Forces Target Russian Explosives Factory and Oil Refinery

On March 28, the Ukrainian General Staff announced that Ukrainian ground forces conducted strikes on a factory producing explosives in Russia. The military employed FP-5 “Flamingo” missiles to target the “Promsintez” plant located in Chapayevsk, Samara Oblast, which specializes in manufacturing components for munitions, including bombs and missiles.

According to the General Staff, the facility is capable of producing over 30,000 tons of military-grade explosives annually. They confirmed that the strike resulted in damage to the site, followed by an explosion in the production area. The extent of the destruction at this strategically significant military-industrial complex is still being assessed.

In addition to the explosives factory, the Ukrainian command reported damage to the “Yaroslavsky” oil refinery in Yaroslavl Oblast. The military noted that the refinery was struck, leading to a fire on the premises. This facility is a key player in the Russian oil refining sector, with a processing capacity of approximately 15 million tons of oil per year.

The products from the Yaroslavsky refinery, which include gasoline, diesel, and jet fuel, are critical for the logistics of the Russian military. The military is currently evaluating the scale of the damage incurred.

Earlier reports from Russian authorities indicated drone attacks in the Samara and Yaroslavl regions. Monitoring channels on Telegram suggested possible strikes near the “Promsintez” and “Polimer” factories in Chapayevsk, as well as the “Slavneft-YANOS” oil refinery in Yaroslavl.

The General Staff also reported strikes on occupied territories over the previous day, targeting fuel storage facilities near occupied Donetsk, ammunition depots near Mangush and Hliboke, and a repair unit in the Prokhorivka area of occupied Donetsk. In the occupied part of Kherson Oblast, a UAV command point near Nova Kakhovka and a command and observation post of the Russian army near Lyubymivka were hit.

Furthermore, the report mentioned damage to a concentration area of personnel near Sychneve in Dnipropetrovsk Oblast, a logistics supply depot near Mizhhirya in temporarily occupied Crimea, and a fuel storage site in enemy territory near Unecha in Bryansk Oblast, Russia.

As of Saturday morning, fires were still reported at the “NOVATEK-Ust-Luga” oil refinery and the “Transneft-Port Primorsk” oil terminal in Leningrad Oblast.

The Russian command has not commented on strikes in occupied territories. Radio Free Europe is unable to independently verify the reports of damage.

Since the onset of Russia’s full-scale invasion, various facilities within Russian territory have been subjected to airstrikes. In 2024 and 2025, oil refineries have frequently been targeted. Strikes have also occurred against Russian assets in occupied territories of Ukraine.

The General Staff of the Armed Forces of Ukraine has confirmed most of these attacks, stating that the Ukrainian Defense Forces are systematically implementing measures aimed at reducing the combat potential of Russian occupation forces and compelling Russia to cease its armed aggression against Ukraine.

Ukrainian forces have targeted a Russian explosives factory and an oil refinery, causing significant damage. These strikes are part of ongoing military operations aimed at undermining Russian military capabilities.
