Ukraine’s National Security Council Approves Resilience Plans for Regions, Excluding Kyiv

The National Security and Defense Council of Ukraine has approved resilience plans for all regions and regional cities, with the exception of Kyiv, as announced by President Volodymyr Zelensky.

Zelensky stated that Kyiv has been granted additional time to prepare the necessary documentation. He emphasized the importance of readiness for the upcoming winter, stating, “Every city and community in Ukraine must be prepared for any scenario this winter and to provide real support to people.”

During the council meeting, representatives from all regions and major cities presented their reports. However, Kyiv’s Mayor Vitali Klitschko has yet to comment on Zelensky’s remarks regarding the capital.

As winter temperatures drop, Russian forces have intensified their strikes on Ukraine’s energy sector, leading to more severe power restrictions in Kyiv and some homes lacking heating. Following one of the Russian attacks, significant damage occurred at the Darnytsia Thermal Power Plant, which serves approximately 500,000 residents in the Dnipro and Darnytsia districts. Klitschko indicated that restoration of the facility could take at least two months.

According to the Ukrainian Air Force, the military has successfully repelled 14 large-scale combined Russian attacks throughout the winter.

The Ukrainian National Security Council has established resilience plans for all regions except Kyiv, which requires more preparation. As winter approaches, the energy sector faces intensified Russian attacks, impacting heating and power supply.
