Ukraine’s Energy System Fully Restored as International Talks Intensify

Ukrainian President Volodymyr Zelensky announced that the country’s energy system has been completely restored following a recent technological failure. This update comes as Ukraine prepares for a new round of negotiations with international partners in the United Arab Emirates.

On February 2, 2026, Zelensky outlined specific tasks for the Ukrainian negotiation team ahead of the trilateral talks, emphasizing the importance of clear communication and objectives. The discussions are expected to address critical issues, including military aid and security guarantees for Ukraine.

Switzerland’s Foreign Minister Ignazio Cassis and the Secretary General of the Organization for Security and Co-operation in Europe (OSCE), Feridun Sinirlioglu, visited Kyiv to engage in discussions about the role of their organization in promoting peace. Their visit highlights the ongoing international efforts to mediate the conflict.

In the realm of military support, Ukrainian officials indicated that the financing of the PURL program, which facilitates the procurement of weapons from the United States, will be a key topic during the upcoming Ramstein format meeting.

Additionally, the Munich Security Conference, scheduled for February 13-15, will feature the inaugural Ukrainian House, showcasing Ukraine’s ongoing efforts to garner international support.

European Commission President Ursula von der Leyen held a phone call with Zelensky, reinforcing the commitment of Ukraine and the European Commission to work closely together on security guarantees and recovery plans.

EU foreign affairs representative Kaja Kallas stated that Europe must demand restrictions on Russia’s military capabilities and accountability for its actions. She warned against focusing solely on concessions from Ukraine, which could blur the lines of Russia’s responsibility for its aggression.

In a significant move, the EU published a regulation that outlines a gradual phase-out of Russian gas imports, set to take effect on February 3, 2026. Hungary has filed a lawsuit against the EU to challenge this regulation.

U.S. Special Representative Steve Witkoff is set to attend the next round of negotiations between Ukraine and Russia, scheduled for February 4-5 in Abu Dhabi.

Ukrainian Foreign Minister Andrii Sibiga reiterated the need for accountability for Russian actions, labeling the country a terrorist state and insisting that justice is essential for a fair peace.

On the battlefield, Ukrainian forces reported 63 combat engagements since the start of the day, with heightened activity observed in the Pokrovsk direction. Ukrainian defense forces successfully targeted Russian command points and ammunition depots in occupied territories.

In recent attacks, Russian forces targeted a market in Kharkiv, resulting in casualties, and dropped bombs on residential buildings in Donetsk, leading to fatalities and injuries, including among children.

As the conflict continues, the situation remains precarious, with Russian military actions intensifying, particularly in southern Ukraine. Ukrainian air defense forces reported intercepting a significant number of drones in recent attacks, although challenges persist due to the scale of assaults.

Amid these developments, the Ukrainian government is implementing measures to support businesses and provide aid to vulnerable citizens in response to ongoing energy challenges.
