Ukraine Faces Uncertainty Over Military Service Duration Amid Ongoing Conflict

The situation for many Ukrainian soldiers remains precarious as the question of a clear demobilization date continues to linger without resolution. For years, service members have faced an indefinite timeline for their military commitments, exacerbated by ongoing mobilization efforts.

In response to this uncertainty, the Office of the Military Ombudsman has established a working group to explore the feasibility of setting specific service timelines. According to Ombudsman Olha Reshetylova, the complexities involved in determining these timelines are substantial.

“The right to clarity for military personnel is extremely important. For anyone, a lack of certainty in life can lead to burnout, demoralization, and even depression,”

Reshetylova stated.

Before any timelines can be established, several critical issues must first be addressed:

  • Ensuring fair mobilization practices;
  • Addressing corruption in deferment processes;
  • Assessing the actual number of individuals currently serving and determining how many could be released if specific timelines were implemented.

Currently, the burden of service falls heavily on those who are already enlisted. Reshetylova emphasizes the need for prioritizing accountability for those evading service before imposing stricter measures on individuals who leave their units without permission.

“First, there must be an increase in responsibility for those avoiding service, and only then should there be heightened accountability for desertion,”

she stressed.

This approach is crucial, as the current limitations impact only those who are actively serving, while a significant portion of society appears to feel no sense of obligation.

The fear of uncertainty is driving some individuals to avoid military service altogether. Reshetylova explains that many are deterred by the prospect of an indefinite commitment.

“If they were told they would serve for two or three years, at least they could plan their lives accordingly,”

she noted.

Thus, establishing clear service terms could potentially reduce the number of individuals seeking to evade conscription. However, this creates a paradox: definitive timelines cannot be set without a larger pool of personnel, and individuals are reluctant to enlist due to the absence of such timelines.

Reshetylova warns that the solutions to break this cycle may not be well-received by all segments of society.

“Those who have been avoiding service for years will not like this. However, it is necessary. One cannot indefinitely rely on the same individuals; their resources are also finite,”

she asserted.

The ongoing uncertainty regarding military service duration in Ukraine poses significant challenges for soldiers and the government. The establishment of clear timelines is complicated by issues of mobilization fairness and societal responsibility, creating a cycle that is difficult to break.
