U.S. Conditions Security Guarantees on Ukraine’s Withdrawal from Donbas

The United States has set a condition that Ukraine must withdraw its military forces from the Donbas region to receive security guarantees. This development comes amid ongoing tensions between Ukraine and Russia, as well as complex geopolitical dynamics involving U.S. foreign policy.

Ukrainian President Volodymyr Zelensky has indicated that Washington is prepared to finalize these security guarantees at a high level once Kyiv is ready to pull back its troops. He expressed concern that this condition could jeopardize the security of both Ukraine and Europe, as it may strengthen the aggressor’s defensive positions in the region.

Military analysts suggest that Russia may require several years and significant manpower to fully capture the Donbas, which includes fortified cities held by Ukrainian forces. The region’s strategic importance complicates any potential military advancements.

In 2026, Ukraine, with U.S. mediation, engaged in multiple rounds of negotiations with Russia, achieving some progress on military matters, particularly concerning ceasefire monitoring. However, a consensus on the ceasefire itself remains elusive, as Russia demands the surrender of uncontested parts of Donbas, a condition that Ukraine has firmly rejected. The U.S. has proposed the establishment of a ‘free economic zone’ in the region as part of potential negotiations.

The U.S. has stipulated that Ukraine must withdraw its troops from Donbas to secure safety guarantees, raising concerns over regional security. Ongoing negotiations between Ukraine and Russia remain stalled over conflicting demands regarding the ceasefire and territorial control.
