However, he emphasized that for a traditional mobilization to occur—characterized by an open and official announcement—a series of factors must align, with the most critical being a compelling idea that can unify the populace.
According to Palisa, “The most important factor, in my view, is an idea that must unite society and justify the necessity of such actions.”

“I believe this is currently yielding insufficient results, not the ones they expect to justify mobilization,” he remarked.

“It seems to me that this is primarily aimed at keeping the situation under general control within the country,” Palisa stated.
While he did not dismiss the possibility that these actions could be preparatory steps, he reiterated that he currently sees no idea capable of consolidating society for open mobilization. “They need an idea that can suddenly and powerfully unite society and justify such government decisions. So far, I do not see it,” he concluded.
