Russian oil export terminals in the Baltic Sea have been unable to accept fuel for shipment for the second consecutive week, prompting the country to seek alternative routes for its oil exports. This disruption comes as the Russian government reports a significant decline in oil and gas revenues, which have dropped by 43% year-on-year.

Ukrainian President Volodymyr Zelensky has arrived in Istanbul for talks with Turkish President Recep Tayyip Erdoğan. The meeting, held at the Dolmabahçe Palace without media presence, is focused on bilateral relations, regional issues, and efforts to achieve a ceasefire and long-term resolution, particularly within the framework of the Istanbul process.

Middle East Conflict

U.S. President Donald Trump has issued an ultimatum to Iran, stating that it has 48 hours to reopen the Strait of Hormuz or reach an agreement with the White House. Since the commencement of the U.S. operation against Iran, dubbed “Epic Fury,” 365 American service members have been reported injured, with 13 fatalities.

The U.S. Embassy in Riyadh, Saudi Arabia, has sustained more extensive damage from drone strikes than previously acknowledged, particularly affecting the secured areas of the diplomatic mission. Iran has also reported an attack near the Bushehr Nuclear Power Plant, resulting in casualties among the security personnel and damage to the facility, although no radiation increase has been reported.

In a separate incident, drone attacks in the Russian city of Tolyatti led to fires at two chemical plants. Ukrainian air defense forces reported that they intercepted 260 out of 286 drones launched by Russian forces in a recent attack.

Consequences of the Conflict

In March 2026, there were nearly 400 documented instances of Russian forces using special munitions armed with irritant chemicals. The ongoing conflict has resulted in significant civilian casualties, with recent attacks in Nikopol, Sumy, Kharkiv, and Dnipro causing multiple injuries and fatalities.

In terms of energy infrastructure, Russian forces have targeted gas extraction facilities in Poltava, resulting in fires but no reported injuries. This marks over 40 attacks on Naftogaz facilities since the beginning of the year.

In Ukraine, President Zelensky has enacted sanctions against Russian entities supporting the military-industrial complex, including 42 companies and 33 individuals. The Cabinet of Ministers is implementing war risk insurance and grants to support the agricultural sector.

The political-military aspect of peace negotiations remains on hold due to the ongoing conflict in the Middle East, although humanitarian efforts continue. The Ukrainian military has clarified that there are no plans to mobilize women.
