Russian Authorities Compile Lists of Potential Volunteer Soldiers Amid Recruitment Challenges

Russian authorities are reportedly facing difficulties in attracting volunteers for military service, prompting the government to compile lists of individuals categorized as potential “volunteers”. These lists are said to include individuals with outstanding debts and students.

According to the Main Intelligence Directorate (HUR), regional and municipal authorities in Russia received directives in February 2026 to create these lists for military deployment. Priority is being given to those with unpaid utility bills.

In cases where a woman is identified as a debtor, her husband or adult relatives—such as sons, brothers, or even parents—may also be included on the list.

The authorities plan to use these lists as leverage to encourage individuals to sign “voluntary” contracts. As an incentive, they are offering debt forgiveness for utility services.

“In the event of a mobilization announcement, these individuals will be prioritized for receiving summons,” the HUR stated.

Additionally, reports indicate that Valery Falkov, the Minister of Higher Education in Russia, has instructed institutions to prepare at least 2% of students for contract signing.

Students are being offered the option to take an academic leave and sign a contract for a minimum of one year, with a focus on those who have academic debts.

During recruitment efforts, students are promised the opportunity to return to their studies after military service, along with financial payments, benefits, and other incentives.

These incentives may include a transition to state-funded education or financial support from their educational institutions.

In some instances, educational authorities may overlook academic issues for students willing to sign contracts or propose tailored educational conditions.

Russian authorities are compiling lists of potential military volunteers, focusing on debtors and students, as recruitment challenges persist. This initiative includes incentives such as debt forgiveness and academic leave for students who sign contracts.
