The Kremlin has firmly rejected any negotiations to conclude the ongoing conflict in Ukraine unless they meet all of Moscow’s demands, including territorial concessions. This stance was articulated by Russian Foreign Minister Sergey Lavrov during a press conference on March 16, where he emphasized that Russia would not cease hostilities even if Ukraine were to fully acknowledge Russian claims over the Donbas region.
Lavrov’s comments were made alongside Kenyan Foreign Minister Musalia Mudavadi, highlighting Russia’s unwavering position. He further characterized the potential deployment of European peacekeepers in areas controlled by Ukraine as an act of occupation.
Analysts from the Institute for the Study of War (ISW) noted that this rhetoric undermines Ukraine’s sovereignty, as it appears to impose a veto on Kyiv’s security decisions. The Kremlin’s insistence on these demands reflects a broader strategy aimed at advancing maximalist objectives.
Among these demands are Ukraine’s renunciation of NATO membership, the establishment of a neutral status, and the so-called ‘demilitarization’ and ‘denazification’ of Ukraine, which implies a shift in power towards pro-Russian leadership.
Experts indicate that the Kremlin shows no willingness to compromise on these conditions, even in discussions involving the United States and Ukraine. This suggests that Moscow remains committed to achieving its strategic goals through military means rather than through dialogue.
According to the ISW report, the Kremlin continues to publicly assert its refusal to retreat from these demands, even during trilateral negotiations with the U.S. and Ukraine.
