Progress in Geneva Talks on Ceasefire Mechanism Between Ukraine, US, and Russia

Recent trilateral discussions in Geneva involving Ukraine, the United States, and Russia have reportedly made headway regarding the establishment of a ceasefire mechanism. Sources familiar with the negotiations indicated that military officials achieved significant progress in outlining the operational framework for a potential ceasefire.

According to these sources, while political discussions remain tense, the military talks have fostered a cautious sense of optimism among officials. The negotiations were led by U.S. Special Representatives Steve Witkoff and Jared Kushner, alongside U.S. Army Secretary Dan Driscoll and General Alex Grinkevich, who commands U.S. European Command.

One of the primary objectives of the military discussions was to reach consensus on critical conditions that would inform the political negotiations. Key topics included the practical terms of the ceasefire and the definitions of violations. Progress has been noted in this area, although final approval from political leaders is still required.

Further meetings are anticipated in the coming weeks, as indicated by sources involved in the discussions. The latest round of talks took place on February 17-18, with Ukrainian officials expressing their intent to address the operational aspects of a monitoring mission in the event of a ceasefire, as well as the concept of an energy truce.

Following the discussions, Ukrainian delegation head Kyrylo Budanov described the dialogue as challenging yet crucial. The Ukrainian Foreign Ministry later confirmed that both Kyiv and Moscow had agreed to another round of negotiations, a sentiment echoed by Russian negotiation leader Vladimir Medinsky.

Ukrainian President Volodymyr Zelensky, in an interview with British journalist Piers Morgan, indicated that a fourth round of talks is expected to occur in Switzerland, expressing a desire for this meeting to take place by the end of February. He also remarked on social media that while the parties are nearing a final stage, Russia appears to be prolonging the negotiation process.
