Censorship and Control: The Digital Landscape in Occupied Ukraine

In the regions of Ukraine under occupation, access to Western social media platforms and independent media has been systematically restricted. Experts highlight that the primary tool of censorship is the “TSPU” system, which enables occupiers to monitor internet traffic in real-time.

Access to popular platforms such as Instagram, Facebook, and X has been blocked, along with limitations on independent media and VPN services. Internet service providers have made it increasingly difficult to connect to these resources, and attempts to bypass these restrictions are closely monitored.

The “TSPU” system, which stands for Technical Means of Threat Counteraction, has emerged as the main mechanism of censorship. This technology, installed by providers, allows for centralized filtering of all internet traffic, enabling the blocking of websites in real-time without users’ knowledge.

As a result, the internet in occupied territories has transformed into a closed ecosystem, where the primary sources of information are those controlled by the Kremlin. Alternative viewpoints are entirely marginalized, and content is filtered before it reaches users.

The impact on youth is particularly severe; they are losing access to the global network, educational, and cultural resources. These are being replaced by local propaganda services that create a distorted view of reality.

The occupiers are effectively constructing a so-called “digital fortress,” where the internet becomes a tool for censorship and total control. This environment fosters manipulation, devoid of free exchange of ideas, with information flows entirely subordinated to the occupying authorities.

In occupied Ukraine, a sophisticated censorship system is restricting access to independent media and Western social networks, creating a controlled digital environment. This has significant implications for the youth, who are increasingly cut off from global information sources.
