On November 12, the higher anti-corruption court began a hearing on the selection of a preventive measure for Dmytro Basov, executive director of security at Energoatom.

According to the correspondent of Radio Svoboda, the prosecutor is asking for his detention with a possible bail amounting to more than 45 million hryvnias. Basov himself did not comment on the case before the meeting.

The National Anti-Corruption Bureau claims that Dmytro Basov – under the code name “Tenor”, as well as another suspect in the case, former adviser to the Minister of Energy Ihor Myronyuk (“Rocket”) managed the shadow process, in particular, controlled the purchases and calculations of the state energy giant.

Basov’s lawyer, Vitaliy Naum, during his speech in court, denied the prosecutor’s words about his client’s involvement in frauds and stated that he did not meet or communicate with the members of the exposed NABU and SAP organization.

On the morning of November 12, the Supreme Anti-Corruption Court of Ukraine also resumed the hearing on the selection of a preventive measure for another suspect in the case of a corruption scheme in the energy industry, former adviser to the Minister of Energy Ihory Myronyuk. The meeting started on November 11, but was postponed until today.

The prosecutor of the Specialized Anti-Corruption Prosecutor’s Office continued to analyze dialogues involving Myronyuk with President Volodymyr Zelenskyi’s former business partner in “Kvartal 95” Timur Mindich, whom NABU and SAP consider to be the head of a criminal organization that organized “large-scale corruption schemes” in the energy sector, and other people involved.

The prosecutor of the SAPS asks for Myronyuk to be taken into custody without the possibility of bail, and if the court does not agree to arrest without alternative, then the prosecutor’s office considers bail in the amount of 136.6 million hryvnias to be justified. Myronyuk’s lawyer called the prosecution’s evidence “unconvincing” at the hearing.

Earlier today, Prime Minister Yuliya Svyridenko announced that the Cabinet of Ministers of Ukraine at its morning meeting suspended the Minister of Justice Herman Galushchenko and decided to entrust the performance of the minister’s duties to his deputy for European integration Lyudmila Suhak.

The suspension took place against the background of the investigation by NABU and SAP in the case of “the activities of a criminal organization, which included current and former officials of the energy sector, a businessman known in the media, and other persons”, who “built a large-scale corruption scheme to influence the activities of strategic enterprises of the public sector, in particular JSC NAEK Energoatom”.

On November 10, NABU announced the exposure of the activities of this criminal organization, the main activity of which was “systematic obtaining of illegal benefits from the counterparties of Energoatom in the amount of 10% to 15% of the value of contracts.” NABU claims that funds were legalized through a back office in the center of Kyiv, through which about 100 million dollars passed.

NABU notified eight persons of suspicion in this case.

On November 10, it was reported that NABU detectives searched the businessman and co-owner of the Kvartal 95 studio Timur Mindich and the former Minister of Energy Herman Galushchenko.

The Ministry of Justice later confirmed that investigations were conducted with Galushchenko’s participation, and stated that the minister provides “full assistance” to law enforcement agencies. At the same time, as noted in the ministry, “due to the need to maintain the secrecy of the pre-trial investigation, the minister refrains from public comments until the relevant procedural actions are completed.”

Mindich, who, according to law enforcement sources, left Ukraine shortly before the searches, has not yet commented on the situation.

NABU detective Oleksandr Abakumov said on the air of the “Ukrainian Pravda” program that during the investigation of this case, detectives “in different situations” recorded four Cabinet ministers. According to him, we are talking about officials from different periods, that is, they are not all four current ministers.
