The ambassador stressed that one of the priorities remains the financing of the PURL American arms procurement program. “Now there is about $4 billion – if you take into account those countries that have already transferred the contribution and those that have signaled their readiness. By the end of the year, we plan to reach $5 billion,” she said. confirming the data of the Secretary General.
However, for 2026, Hetmanchuk expects slightly more funding than the one announced by the Secretary General.
“It is very important for us that the end of 2025 does not become the end of the program. For the next year, we expect to ensure the supply of American weapons in the amount of $12 to $16 billion,” she said.
Hetmanchuk also announced the expansion of the circle of sponsors of this purchase.
“So far, 18 countries have announced their participation in the program… We expect that after this meeting, the number of PURL participating countries will increase, that is, countries that have not yet made contributions will join. Including the first – NATO partner countries,” she said, without disclosing the name of the sponsors.
The ambassador of Ukraine explained that some countries provide financing despite the fact that in their societies financing the purchase of weapons in the USA is an unpopular step.
“There are countries that are not ready to publicly announce their participation in PURL. There are also those that are ready to announce, but do not name the amount publicly. But in this process, there was no such precedent that someone promised – and then did not allocate funds,” she added.
Earlier, the NATO Secretary General called how many weapons from the USA will the Armed Forces receive this year and what are the plans for 2026.
And the day before, the head of the Ministry of Defense of Ukraine, Denys Shmyhal discussed strengthening Ukrainian air defense with the Secretary General.
