The draft law on the Unified State Register of Servicemen has been submitted to the Council

The Verkhovna Rada has registered a draft law on the creation and functioning of the Unified State Register of Military Servicemen and other laws of Ukraine on improving the procedure for keeping military records.

It is noted that we are talking about draft law No. 12066.

The developers of the draft law propose to create a Unified state register of military personnel to improve military records and provide electronic services.

The document proposes to create a single database for servicemen of the Armed Forces of Ukraine and the State Service of Special Transport.

At the same time, it is planned to introduce a unique electronic identifier Military ID, which will provide an opportunity to exchange data between registries without using personal data of military personnel.

In particular, the draft law will form a legislative framework for the further development of the Army+ application and the information and communication system of the Ministry of Defense.

The possibility of providing electronic services to military personnel and their families, including social benefits, guarantees and bonus programs is foreseen.

The draft law provides that the register will not contain information about military service, rank or specialty.

In particular, it is proposed to store sensitive data in protected circuits of other information systems, which, if necessary, can be depersonalized using Military ID instead of first and last name.

It is expected that the adoption of the draft law will provide a normative and legal settlement of the issue of the creation of the Unified State Register of Servicemen, which is intended to ensure the collection, storage, accumulation, updating, accounting, processing, protection, depersonalization, and guaranteeing the uniqueness of records of data on servicemen of the Armed Forces of Ukraine and servicemen of the State of the special transport service, will also improve the efficiency of mobilization by improving the electronic record keeping of conscripts, conscripts and reservists.

It was previously reported that in Ukraine, after the adoption of new legislation, digitalization of military accounting processes will be introduced, as part of which an electronic military ID will be introduced.

And the Cabinet of Ministers supported the introduction of changes to the preparation and implementation of the draft and acceptance of contract workers.
