On Friday, November 22, the Cabinet of Ministers of Ukraine published a new reservation procedure with a salary criterion of 20,000 hryvnias per month. This is reported on the website of the government portal.
As noted on the website, some changes were made to the resolution of the Cabinet of Ministers of Ukraine dated January 27, 2023 On mobilization training and mobilization regarding the reservation of conscripts for the period of mobilization and wartime.
In particular, deferments from conscription for military service, granted by the decisions of the Ministry of Economy before the entry into force of the resolution, are valid during the period for which they are granted, but no later than February 28, 2025. The same applies to deferrals that were provided by means of the Unified State Web Portal of Electronic Services.
The government also clarified the conditions of cancellation, in particular, it refers to the dismissal of the employee, the completion of the critical activity of the enterprise or the end of the term of appointment.
As stated on the government’s website, the Ministry of Economy should send a decision on canceling the postponement to state authorities, as well as to the Ministry of Digital Transformation and the Ministry of Defense.
The resolution enters into force on December 1, 2024, however, some of its clauses become effective from the date of publication of the document.
It was previously reported that the status of a critically important enterprise will be granted to:
- Ministry of Economy;
- to companies in the field of energy — the Ministry of Energy;
- defense industrial enterprises — the Ministry of Defense;
- small and medium-sized businesses — commissions with representatives of regional military administrations and TCCs.
A transition period until February 28, 2025 will apply to enterprises that have retained critical status and have reserved employees. Until this date, all companies are obliged to re-issue the reservation in accordance with the new conditions, which the Cabinet of Ministers must regulate by a corresponding resolution.
Earlier, the Deputy Prime Minister for Innovation, Development of Education, Science and Technology, as well as the Minister of Digital Transformation, Mykhailo Fedorov, stated that from December 1, 2024, in Ukraine, the reservation of employees at critical enterprises will be made exclusively in electronic format through the Diya state portal.

Fedorov also stated that only those companies that meet the new reservation criteria will be able to book their employees, namely the following three:
- the average salary level of the company’s employees is at least 2.5 minimum salaries, which is equal to UAH 20,000 per month;
- the salary of the reserved persons must meet the previous criterion;
- the enterprise must not have debts for the payment of EUV.
