The audit of the Accounting Chamber may become the basis for the dismissal of Olena Duma from the position of the head of ARMA – people’s deputy

The Audit of the Accounting Chamber may be the reason for the dismissal of Olena Duma from the position of the head of ARMA – People’s Deputy Oleksiy Kucherenko suggests that the Accounting Chamber conduct a comprehensive audit of ARMA. The Accounting Chamber should conduct a comprehensive audit of the activities of the Agency for Search and Asset Management and analyze the effectiveness of the management decisions of Elena Duma as the head of the agency. Based on the results of this inspection, the Cabinet of Ministers can release her. About it in an exclusive comment UNN People’s Deputy Oleksiy Kucherenko said.

The only body that can give a more or less reasonable and professional assessment is the Accounting Chamber. Perhaps together with the State Audit Service, because they have related powers. They can conduct two audits regarding the effectiveness of management decisions, the use of budget funds, and the like. And then the shareholder – i.e. the government in this case – can rely on the audit results and make management decisions based on this

He noted that he is not satisfied with the work of Elena Duma, as he knows about her “unprofessional actions” in relation to certain ARMA cases.

Context

A petition has appeared on the website of the Cabinet of Ministers of Ukraine calling for the dismissal of Olena Duma from the post of ARMA head because of her alleged connections with pro-Russian politicians and ineffective management of seized assets.

Former people’s deputy Ihor Mosiychuk noted that it was his team that initiated the specified petition and called to sign it in order to “cleanse the state of marauders and enemy saboteurs.”

In order for the petition to be considered by the Prime Minister of Ukraine, Denys Shmyhal, it must receive 25,000 votes within 90 days.

Statements about the need to conduct an independent audit in ARMA have been heard more than once. In particular, Pavlo Demchuk, the legal advisor of Transparency International Ukraine, noted that a full-fledged external audit of ARMA has never been conducted, and the limited amount of information about the agency’s activities may have corruption risks.

Against the background of criticism, the head of ARMA, Olena Duma, even made a statement that she had ordered an audit of the agency’s activities for 2023 from the Accounting Chamber.

At the same time, it is worth adding that the State Bureau of Investigation is already investigating a criminal proceeding based on the fact of alleged official negligence of ARMA management. It was opened in March of this year.
