“Ukraine constantly needs weapons and military equipment. But today, due to legislative restrictions, we cannot finance long-term military contracts from the state budget. We have to correct this situation. Therefore, I am instructing the Ministry of Economy, together with the Ministry of Defense, the Ministry of Finance and the Ministry of Strategy and Industry to develop relevant legislative changes – to include the financing of the production of weapons and military equipment among the protected items of the budget. In particular, those positions that are provided for by the “Weapons of Victory” program, he said during an on-site meeting of the government in the Mykolaiv region.

According to him, this may be a certain percentage of all expenditures for the purchase of weapons, but manufacturers should know for sure that long-term (3-, 5-, 10-year) contracts with the state for the production of the necessary weapons are stable and financially guaranteed.

Expenditures of the general fund of the budget, the volume of which cannot be changed in the event of a reduction in approved budget allocations, are recognized as protected budget expenditures.
On September 13, the government approved the draft state budget for 2025, on September 20 this document was presented to the Verkhovna Rada. For next year, 2.2 trillion hryvnias are laid in the budget for weapons and military equipment.
