“The practical situation is that, as you know, Ukraine’s accession to NATO requires the consensus of all allies. And now, as you know, there is no consensus on Ukraine joining NATO,” he said at a press conference in Brussels, answering questions about Ukraine’s future membership in the alliance.
Rutte also recalled the validity of the Washington Treaty, which, among other things, stipulates that “the parties may, by unanimous consent, invite any other European state that is able to contribute to the development of the principles of this Treaty and contribute to the security of the North Atlantic region to join this Treaty.”

Ukraine, which is fighting the Russian invasion, has made it clear that its goal is to become a member of NATO. Kyiv and some of its allies in the Alliance, especially in Eastern Europe, insist on an invitation to join, although they recognize that Ukraine cannot join NATO while it is at war.
At the NATO summit in The Hague in June of this year, the leaders of the Alliance countries left Ukraine’s hopes for membership unresolved.
