It is foreseen that from December 1, in particular, the size of the military levy will increase. Thus, the military levy on the salaries of individuals will increase from 1.5% to 5%. The exception is military personnel. For individuals-entrepreneurs of the first, second and fourth groups, the military levy is introduced in the amount of 10% of the minimum salary (now it is UAH 800). Updated booking rules for business As of December 1, the government is updating the booking rules for business. The reason for such changes is an audit of the Ministry of Defense, which revealed minor violations. Now, in order to receive the status of “critically important”, the enterprise must meet two conditions: the absence of tax debts; the average salary at the enterprise must be at least 20,000 UAH (or 2.5 minimum wages); the salary of each conscript employee booked by the company is also at least 20,000. UAH However, the last requirement applies only to private businesses. For state and communal enterprises, the salary criterion has not changed. The third criterion is chosen by the head of the enterprise independently from the regional or branch criteria available in Resolution No. 76. All bookings will be made through Diya. Opening of the Podilsky Bridge From December 1, the movement of passenger cars and city passenger transport for general use will be allowed on the Podilsky bridge over the Dnipro River. In particular, the passage will be a newly built tunnel that connects the overpass with the exit to Petro Vershihora Street in the direction of Roman Shukhevych Avenue and the Troyeshchyna housing estate. For the time being, the Podilsky bridge crossing will remain closed for heavy-duty transport. In addition, from December 1, two additional bus routes will be launched along the Podilsk bridge crossing – one to Troeshchyna and another to Voskresenka. Route No. 110 will start from Myloslavska Street and go to the “Ukrainian Heroes’ Square” metro station. To do this, military personnel must confirm their status in the “Kyiv Digital” application. In order for veterans to be able to use the right of free parking, an opportunity to enter the status of a participant in hostilities has been added to the application, the KMDA explained. In addition, such a decision will prevent a situation where fines are imposed on cars due to the lack of information about their belonging to the military, stressed the deputy head of the KMDA for the exercise of self-governing powers, Maryna Honda. Payments for orphans By Saint Nicholas Day, which is celebrated in Ukraine on December 6, guardians and custodians of orphans and children deprived of parental care will receive an additional 1,000. The government also adopted a strategy for ensuring the right of every child to grow up in a family environment and a plan of measures for its implementation. The main goals are comprehensive support of biological families so that children do not end up in care institutions, explained Prime Minister of Ukraine Denys Shmyhal. Payment of cash assistance for children in winter The government has introduced a one-time cash assistance payment to certain categories of people for passing the winter period in the amount of UAH 6,500 . Children from low-income families will be able to receive help. “During December, every low-income family, as well as IDP families who have children or adults with disabilities of the 1st group, will receive UAH 6,500 for each child,” said Denys Shmyhal. These funds can be spent on buying children warm clothes, shoes and other things that are needed in winter. The Ministry of Reintegration clarified that the payments are intended for children who, as of November 1, 2024, have not yet reached the age of 18. Support will be paid to Ukrainians who, as of November 2024, are recipients of housing assistance for IDPs and state social assistance to low-income families.
