Details: After last-minute amendments, the Bundestag’s budget committee approved a budget of around 524.5 billion euros in spending in the early hours of the morning – 4 billion euros more than the federal government had planned. This is possible only if the level of debt is high.

An even more significant change came on new borrowing, with the committee giving the green light to nearly €98bn in borrowing in the main budget alone – €8bn more than the federal government had planned in its original draft.
This is on top of billions in loans from special funds for the armed forces and infrastructure, so that the new debt will eventually amount to more than 180 billion euros. Despite this, the debt brake enshrined in the Basic Law will still be respected thanks to the relaxations passed this year.
Among the latest amendments, the largest was proposed by the Ministry of Finance itself: Ukraine will receive an additional 3 billion euros for artillery, drones, armored vehicles, as well as for the replacement of two Patriot missile systems. This increases aid to Ukraine from 8.5 to 11.5 billion euros.
According to the Ministry of Defense, this is the largest contribution to date to strengthening the defense capabilities of the country that was attacked by Russia. This was made possible by the easing of debt limits on defense spending.
The Bundestag is due to make a final decision on the 2026 budget during the session week of November 25-28. However, the so-called conciliation meeting of the powerful budget committee is already considered a crucial step on the way to parliamentary approval.
