Defense Minister Rustem Umerov announced that in 2025, 26.3% of the country’s GDP will be allocated to defense. UAH 2.23 trillion will be spent on it.

“The President of Ukraine signed the state budget for 2025 adopted by the parliament. The main priority of the country’s main financial document remains the security and defense of our state,” the message reads.
Thus, in 2025, UAH 47.6 billion more will be allocated to defense than in 2024.
Umerov noted that the 2025 state budget is about a clear understanding of the challenges facing the country in confronting Russian aggression.
Of them:
- Remuneration of the military: 1.16 trillion hryvnias are provided for the financial support of our soldiers – this is 10 billion hryvnias more than in 2024
- Armament and military equipment: UAH 739 billion will be allocated for the purchase and renewal of arms – this will allow modernizing the army, providing it with modern weapons systems for conducting effective combat operations
- Defense industry: UAH 55.1 billion will be used to modernize the production capacities of the defense industry and develop the latest technologies
In addition, funding for the purchase of unmanned systems, including DeepStrike, will be significantly increased.
On November 28, President of Ukraine Volodymyr Zelenskyi signed the draft law on the state budget for 2025. The priority of the estimate will remain the defense of our state.
