Zelensky removed Grynchuk and Galushchenko from the NSDC / photo of the President’s OfficeThe President of Ukraine, Volodymyr Zelenskyi, decided to remove the Minister of Energy Svitlana Grynchuk and the Minister of Justice Herman Galushchenko from the National Security and Defense Council (NSDC) of Ukraine against the background of the revelation of huge corruption in the energy sector.
This is stated in the Decree of the Head of State No. 845/2025 dated November 14, 2025.
In particular, Galushchenko and Grynchuk can no longer participate in the NSDC meetings and make decisions within this coordinating body.
Corruption scandal in the energy sectorAs UNIAN reported, the National Anti-Corruption Bureau of Ukraine and the Specialized Anti-Corruption Prosecutor’s Office conducted the Midas operation to expose a high-level criminal organization operating in the energy sector. High-ranking officials, politicians and businessmen are involved in the creation of a large-scale corruption scheme. Through the corruption scheme, influence was exerted on strategic state enterprises, in particular JSC NAEK Energoatom. The criminal organization systematically received illegal benefits from the counterparties of Energoatom in the amount of 10% to 15% of the value of the contracts.
The organization of this scheme includes businessman Timur Mindich (pseudonym “Carlson”), Minister of Justice and former Minister of Energy Herman Galushchenko (pseudonym “Professor”), Executive Director of Physical Protection and Security JSC NAEK “Energoatom” Dmytro Basov (“Tenor”), former adviser to former Minister of Energy Galushchenko Ihor Myronyuk (“Rocket”) and other persons.
At the session of the High Anti-Corruption Court, the SAP prosecutor read information that the Minister of Energy Svitlana Grynchuk spent the night at least three times with the Minister of Justice Herman Galushchenko. Grynchuk herself answered journalists during a phone call that she “didn’t hear anything about it”, and then hung up the phone and stopped answering.
According to mass media, Grynchuk and Galushchenko have a long and strong relationship. Grynchuk even replaced Galushchenko as Minister of Energy on July 17. And before that she was his patroness.
