Ukraine is experiencing increasingly intense Russian attacks on its energy infrastructure, and the number of civilian casualties remains high, the UN Human Rights Monitoring Mission in Ukraine said in a monthly report released on November 12.

The mission noted that three large-scale attacks on October 10, 22 and 30 were aimed at energy infrastructure facilities and led to emergency power outages in most regions of the country. In November, the situation did not improve, Russian troops launched new strikes on Ukraine’s power grid, which again caused power outages across the country.

In October, at least 148 civilians were killed and another 929 were injured – indicating the continuation of the high level of casualties, similar to the previous two months, the UN emphasizes.

“As civilians in Ukraine prepare for another winter, the increasing number of attacks on energy infrastructure and the resulting blackouts increase the risks to the population. Prolonged outages with heating, electricity or water supply create extremely difficult conditions, especially for the elderly, persons with disabilities, families with small children and women, who often bear the main responsibility for care and provision of the family’s basic needs,” the press service of the mission quoted the head of the MMPLU, Danielle Bell.

The UN mission also noted that the number of civilian casualties from January to October 2025 exceeded the figures for the same period last year by 27 percent, and the total number of dead and wounded in the first ten months of 2025 already exceeded the figures for the entire year of 2024.

The Russian military regularly attacks Ukrainian regions with various types of weapons – attack UAVs, rockets, anti-aircraft missiles, and anti-aircraft missiles.

The leadership of Russia denies that the Russian army during a full-scale war inflicts targeted strikes on the civilian infrastructure of the cities and villages of Ukraine, killing the civilian population and destroying hospitals, schools, kindergartens, energy and water supply facilities.

The Ukrainian authorities and international organizations qualify these strikes as war crimes of the Russian Federation and emphasize that they are purposeful in nature.
