The government has decided to suspend from March 3 issuing assistance letters to depart artists and media abroad

The Ministry of Culture and Strategic Communications reported that since March 3, the issuance of assistance to the State Border Guard Service of Ukraine on the departure of servicemen and media abroad has been suspended.

The ministry emphasized that the rules of their departure abroad during martial law need clarification to prevent abuse.

“Due to the gaps in the national law, numerous cases where the persons who received the permission of the State Border Service for temporary travel abroad were not returned to Ukraine in due time,” the statement said in the evening of February 26.

The ministry noted that at the end of 2022 they initiated changes that would “minimize the use of cultural diplomacy” for illegal traveling abroad during martial law, but this issue remains unregulated.

They noted there that the Ministry of Culture and Strategic Communications developed a project to amend the government resolution “On the Rules for the Crossing of the State Border with Citizens of Ukraine” of January 27, 1995, which is at the stage of interagency agreement.

“The proposed project of the changes regulates the issues of comprehensive requirements for the decision to make a letter to the assistance of the promotion of conscripts working in the field of culture, information security, strategic communications and linear audiovisual media for their temporary departure abroad. In this regard, from March 3, 2025 to the regulatory regulation of this issue, the Ministry suspends the issuance of assistance to the State Border Guard Service of Ukraine on the departure of the specified category of persons outside the state border, ”the statement reads.

Last October, Minister of Culture Mykola Tokitsky reported that one in fifth cultural figure with a permit to travel abroad from his ministry did not return to Ukraine.

After the beginning of the Russian full -scale invasion of Ukraine on February 24, martial law was introduced and general mobilization was announced. Most men between the ages of 18 and 60 are prohibited from traveling abroad.
