With reference to sources in the Ministry of Internal Affairs of the country, the publication writes that the first specific plan for the protection of citizens in the event of a possible military conflict is part II of the National Civil Defense Strategy, a five-year initiative approved by the National Security Council on October 15 and which will soon be published in the official state journal.

The strategy, which replaced the one that ran between 2019 and 2024, defines “military risk” in civil protection emergencies for the first time and calls for the development and publication of “concrete plans that are currently being worked on,” the same document said.

Sources in the Ministry of Internal Affairs said that in the preparation of the Spanish plan, among other things, employees of the National Directorate of Civil Protection and the Ministry of Defense are participating. The ultimate goal is to create a special document that will inform the public about what to do in the event of a risk caused by a military conflict, according to the mandate established by the National Security Council.
