The Main Directorate of Intelligence of the Ministry of Defense of Ukraine was familiarized with the document prepared in Russia, which provides a plan to divide the Ukrainian territory into three parts by 2045.
This was stated by the deputy head of the GUR, Vadym Skibitsky, in a comment to the Interfax-Ukraine agency.
According to him, the document was prepared by the Ministry of Defense and the General Staff of the Russian Armed Forces in December last year. This document became the basis of the long-term defense planning of the Russian Federation for the period from 2026 to 2035 with a forecast until 2045.

The representative of GUR explained that the document concerns the development of the situation both at the global and regional levels, as well as the threats that Russia sees for itself in the future security environment.
Skibitskyi also noted that during his speech at the annual meeting of YES, the head of the GUR Kyrylo Budanov mentioned some points of this document. In particular, Budanov said that Russia is trying “solve” the issue of Ukraine by 2026, which is directly stated in the Russian plan. The GUR added that a prolonged war would have a major impact on all spheres of Russian life, including the economy, demography and image.
“Regarding the possible division of Ukraine. Undoubtedly, the strategic goal of the Russian Federation remains the complete occupation of our country,” said the major general.
He also emphasized that in order to have a powerful economic, demographic, territorial and military potential, Russian dictator Vladimir Putin “needs all of Ukraine.”
“This scenario of further development with a possible division of the territory is not even relevant for the year 2035−45. It will already be relevant in the near future, by 2026, or maybe even earlier. You have heard Putin’s statements regarding Ukrainian territories. He already says that Luhansk, Donetsk, Kherson, Zaporizhzhia regions and Crimea are, as it were, territories of the Russian Federation according to their constitution,” the intelligence representative emphasized.
The Central Intelligence Agency confirmed that the document refers to a plan according to which Russia wants to establish a pro-Russian or at least “neutral” government in Ukraine, which involves refusing to join NATO.
When asked whether the Russians can transfer this document through other countries, in particular the USA, Vadym Skibitskyi answered that such a threat exists. According to him, there is currently no confirmation that the document was transferred, but such a possibility is not excluded.

According to this so-called plan, this part also includes the rejection of European and Euro-Atlantic integration and the Russian military presence.
