ISW: US policy to limit strikes on targets in the Russian Federation undermines Ukraine’s ability to defend itself against an attack on Kharkiv Oblast

The US policy of limiting strikes on military targets in Russia is seriously undermining Ukraine’s ability to defend itself against Russian offensive operations in the north of the Kharkiv region, according to analysts of the American Institute for the Study of War (ISW).

ISW recently assessed that US restrictions on Ukraine’s ability to strike military targets in Russia have created a haven in Russia’s border areas from where Russian aircraft can launch bomb and missile strikes on Ukrainian positions and populated areas.

On May 14, Politico, citing two unnamed US officials, reported that the policy of the Biden administration regarding the ban on Ukraine’s use of US-provided weapons for strikes on Russian territory has not changed. Politico’s sources said that US military aid to Ukraine is intended “for defense, not for offensive operations” on Russian territory.

Analysts of the Institute for the Study of War note that the Ukrainian operation to launch strikes against systems in Russia that directly support Russia’s offensive ground operations in the north of the Kharkiv region would be defensive in nature, and it would be incorrect to characterize such an attempt as an “offensive”.

On the morning of May 10, Russian forces began offensive operations in the Kharkiv region along the Ukrainian-Russian border. They managed to capture several villages, and now there are ongoing battles for Vovchansk, a city with a pre-war population of almost 17,000 people.

Secretary of the National Security and Defense Council Oleksandr Lytvynenko said that Russia has concentrated about 50,000 soldiers on the border with the Kharkiv region, and more than 30,000 Russian soldiers are currently participating in the offensive. But, according to him, there is still no threat of an assault on the city of Kharkiv.

In the evening of May 15, the President of Ukraine Volodymyr Zelenskyi said that the Ukrainian troops partially stabilized the situation in the north of the Kharkiv region.
