Details: According to the author of the material, Kellogg offers to partially ease sanctions against Russia in exchange for agreeing to cease fire, freeze the front line and introduce a demilitarized zone in Ukraine. If the Russian Federation signs a peace agreement, the sanctions will be completely lifted. And the duty on the export of Russian energy carriers will allow financing the reconstruction of Ukraine.
Kellogg’s plan does not provide for Ukraine’s renunciation of territories occupied by Russia, but their return will take place “only by diplomatic means.” Ukraine will have to admit that the return of the occupied lands “will require a future diplomatic breakthrough”, which will likely take place after Putin leaves office.
Trump’s special representative says his plan should first and foremost become “the official policy of the United States to achieve a ceasefire and a negotiated settlement.”
He also believes that Ukraine’s NATO membership should be postponed indefinitely and offered only in exchange for “a comprehensive and peaceful agreement with verifiable security guarantees.”
Kellogg’s peace plan also states that future US aid – likely to be provided to Ukraine in the form of a loan – will depend on the progress of peace talks between Kyiv and Moscow. The US will arm Ukraine to the extent that it can defend itself and stop any further Russian offensives before and after any peace agreement.
