According to Chaly, “everyone prepares the strategy: the intelligence community, the Pentagon, various institutions, and the White House forms the general ideology.”

“This time, the following approach has been laid: the Indo-Pacific region has been identified as a key region for American military operations,” he said.

The diplomat explained that it is not about the Atlantic Ocean, as we often think, but about the Pacific Ocean: China, Australia, New Zealand, South Korea and the DPRK, Japan.

“This is the first thing that determines the strategy — rivalry with China and readiness for a possible collision,” added the former ambassador of Ukraine to the United States.

He also explained that the second point in this US strategy is a gradual exit from the Middle East, “although this sounds quite contradictory.”

“There is also attention to the Russian-Ukrainian war, but in the context of the need to get out of it,” Chaly noted.

Also, according to the diplomat, there is also a concentration of forces on the American continent. Chaly noted that it is already possible to see how many weapons, ships and fighter jets the USA has pulled around Venezuela.

Also, added the former ambassador of Ukraine to the USA, the provision on the possible internal use of the armed forces on the territory of the country is completely new in the strategy of the USA.

“This has not happened for a long time. With the arrival of President Trump, the situation is obviously changing, but this does not mean that the strategy will remain the same in the future: the next president can approve a new one,” Chaly noted.

Having signed this document, Ukraine agreed to give up its nuclear weapons to Russia in exchange for security guarantees. However, as Chaly noted, China has an interesting official position regarding the Budapest Memorandum. Beijing interprets this agreement so that China will not attack Ukraine with nuclear weapons, these are the “guarantees” of this country.
