During the first term of Trump’s presidency, Grenell also served as the US ambassador to Germany and the president’s special representative for peace talks between Serbia and Kosovo. In 2017-2021, he served as director of national intelligence.
In the summer of 2024, Reuters notes, Grenell advocated the creation of “autonomous zones” in Ukraine to end the war. He also stated that he does not support Ukraine joining NATO in the near future.
Grenell himself, who was previously considered the main contender for the post of US Secretary of State, did not respond to reporters’ inquiries about the possible appointment.

During Trump’s first term from 2017 to 2019, his administration already had a special envoy for peace negotiations in Ukraine (then it concerned the implementation of the Minsk agreements). The first and only person to hold this position was Kurt Walker. He was formally considered an adviser on a voluntary basis and did not receive a salary as a civil servant.
During the election campaign, Trump repeatedly stated that, if elected, he would end the war as soon as possible by finding a way to force Moscow and Kyiv to start negotiations.
