The Cabinet of Ministers changed the procedure for booking conscripts, as well as the criteria and procedure for determining critical enterprises, and introduced a booking mechanism through Diya.

Changes are made by resolution No. 1332 of November 22, 2024 “Some issues of reservation of conscripts for the period of mobilization and for wartime”.
The main provisions of the changes for business (critically important enterprises):
- postponements from the draft, granted by the Ministry of Economy or through “Dia”, are valid until the end of the term, but not longer than 28.02.2025;
- decisions on the criticality of enterprises, the term of which expires by 11/30/2024, are extended until 12/31/2024;
- reservation of conscripts is carried out only through “Diya”;
- by a separate decision of the Minister of Defense, more than 50% of conscripts can be reserved;
- female conscripts are not included in the reservation;
- for reservation, the salary of conscripts must be at least the minimum, multiplied by 2.5;
- in donor projects, it is possible to book up to 50% of employees who are directly involved in the performance of tasks;
- enterprises submit data about employees to the Pension Fund no later than the next day after changes in labor relations;
- the reservation is canceled if the employee’s salary is less than the specified level;
- cancellation can be issued through “Action”;
- the criticality of the enterprise will be agreed with the Ministry of Economy and the Ministry of Defense.
Mandatory criteria for recognizing an enterprise as critically important are:
- absence of arrears in payment of taxes and EUV;
- The average salary of employees for the last quarter is not less than the minimum, multiplied by a factor of 2.5.
Monitoring of the activities of the booked business will be carried out by the body that made the decision to grant the status of a critical enterprise.
The central bodies of executive power and regional administrations (including Kyiv and Sevastopol city OVAs) must review the decision on identifying enterprises as critically important within three months.
