The commercial court of the city of Kyiv collected UAH 17 million in favor of the budget from “Fan Game” LLC (co-owned by the head of the Ukrainian Association of Gambling Businesses Tamara Golubchyk), which did not pay for gambling licenses.

In 2021-2022, the Commission for the Regulation of Gambling and Lotteries (CRAIL) issued a series of licenses to the organizer of gambling games LLC “Fan Game” for the organization and conduct of gambling activities in the halls of slot machines.
It was about 102 licensed slot machines.
“Fan Game” had to pay for licenses in the field of organizing and conducting gambling for each year of validity of the license until 04/03/2023. However, he did not do this. Therefore, KRAIL canceled all licenses in August 2023.
The prosecutor’s office, which appealed to the court, saw non-payment for licenses as a violation of the state’s interests. The law enforcement officers decided that the collection of funds from the gambling organizer to the state budget will contribute to the timely financing of the urgent needs of the state in the conditions of martial law, and therefore – to the strengthening of the state in the conditions of armed resistance to the aggressor.
The court agreed with the arguments of the prosecutor’s office and ordered “Fan Game” LLC to pay UAH 16.03 million in debt, 3% annual interest in the amount of UAH 517 thousand and inflationary UAH 516 thousand.
The founders of the capital “Fan game”, which, for data YouControl, which had the right to organize and conduct gambling games in slot machines under the ENERGY CASINO brand, is Kostyantyn Ilchenko and Tamara Golubchyk. She, together with the Pole Marcin Tomasz Volsky, are listed as beneficiaries of the company. The latter is currently the head of “Fan Game”. Until 2023, the enterprise was managed by Golubchyk.
