The President of Ukraine, Volodymyr Zelenskyy, signed a number of documents defining Ukraine’s updated position in key negotiations with the Russian Federation and international partners to achieve a “just and sustainable peace.”
This is evidenced by the decree of the head of state.
According to the Presidential Decree No. 135/2025-rp, new Directives for the Ukrainian delegation were approved. The document labeled “secret” defines Ukraine’s position in the negotiation process with the United States and other partners, as well as with representatives of the Russian Federation.
In addition, Decree No. 869/2025 approved the updated composition of the delegation. It will be headed by Rustem Umyerov, Secretary of the National Security and Defense Council of Ukraine.
The delegation included key representatives of the country’s military, political and diplomatic leadership, which emphasizes the emphasis on security and intelligence:

Rustem Umyerov – head of the delegation, Secretary of the National Security Council;

Kyrylo Budanov – Head of the Ministry of Defense of Ukraine;

Andriy Hnatov – Chief of the General Staff of the Armed Forces;

Oleg Ivashchenko – Head of the Foreign Intelligence Service;

Serhiy Kislitsia – first deputy of the Ministry of Foreign Affairs of Ukraine;

Oleksandr Poklad – Deputy Head of the SBU;

Oleksandr Bevz – adviser to the Office of the President;

Yevhenii Ostryanskyi – First Deputy Secretary of the National Security Council;
-
Vadym Skibitskyi is the deputy head of the Ministry of Defense of Ukraine.
The decree enters into force from the day of publication and defines the key areas of work of the Ukrainian delegation in the international arena and in negotiations with the Russian Federation.
Earlier it was reported that the head of the Main Directorate of Intelligence of the Ministry of Defense of Ukraine Kyrylo Budanov went to the USA to participate in the negotiations on the peace plan, and may lead the Ukrainian delegation.
The Ukrainian delegation arrived in the American state of Florida for further negotiations on the peace plan.
Formerly NATO announced an important meeting of the Secretary General of the Alliance Mark Rutte with the Minister of Defense of Ukraine Denys Shmyhal, which will take place on December 1, 2025 at the NATO headquarters in Brussels.
