VAKS confiscated millions of assets from ex-Minister of the Interior Zakharchenko: what is it about

On October 24, 2025, the Supreme Anti-Corruption Court of Ukraine (SAC) completely satisfied the lawsuit of the Ministry of Justice and confiscated the assets of the former Minister of Internal Affairs, Vitaly Zakharchenko, from state income. He is suspected of treason and propaganda of Russian aggression.

This is evidenced by the court’s decision.

The total value of assets amounts to millions of hryvnias and includes:

  • Bank accounts at Oschadbank, FUIB and Ukreximbank — UAH 157,617 (belonging to Zakharchenko personally);

  • Apartments in Kyiv — for him, his wife Lyudmila and daughter Victoria;

  • 2/5 share in a bath and laundry complex of 404.2 m² (wife);

  • Basements in a residential building 126.1 m² and 88 m² (daughter);

  • 100% of the authorized capital of SANN DE LYON LLC (wife).

The court established that Zakharchenko had direct control over part of the assets and indirect control through his family and son-in-law.

Grounds for confiscation

  • The assets were purchased with illegal income from bribes during the leadership of the State Security Service and the Ministry of Internal Affairs (2010-2014) and were legalized through fictitious companies;

  • The Law “On Sanctions”: penalties for informational support of the aggression of the Russian Federation;

  • Suspicions of the Security Intelligence Service: treason, justification of aggression, involvement in shootings on the Maidan;

  • Propaganda activities: Telegram channel “Zakharchenko: Word of the General”, YouTube channel “INSIDE MEDIA HOLDING”, website of the Yugo-Vostok foundation, dissemination of theses about “denazification” and “Nazis in the Armed Forces”.

Previously, the assets were blocked by the decision of the National Security Council (November 22, 2024, for a period of 10 years).

As you know, the ex-head of the State Security Service (2010–2011) and Minister of Internal Affairs (2011–2014) during Yanukovych’s time, Vitaly Zakharchenko ordered the use of weapons against Maidan activists.

Currently, he is in the Russian Federation, doing business in the media sphere and owning companies such as INSIDE MEDIA HOLDING.

The decision of the VAKS was transferred to the FSMU for asset management, as well as directed to the NSDC and the Cabinet of Ministers.

On October 24, the Supreme Anti-Corruption Court passed a decision on confiscation in favor of the state of the assets of the former Minister of Internal Affairs of Ukraine Vitaly Zakharchenko, who held the position in 2011-2014.

Earlier, the court confiscated the luxury car of an official of the migration service, recorded on the mother.

It was also reported that the head of one of the Departments of the State Department of Internal Affairs in the Odesa region is accused of intentionally entering notoriously inaccurate information in the declaration for more than UAH 83 million.
