The deputy head of the Odessa tax office, Dmytro Khandusenko, declared real estate and assets worth tens of millions of hryvnias, but the declaration significantly underestimated their value.
According to the Nikcenter investigation, prices for apartments and land differ from the real market value by ten times.
In particular, the taxman indicated in the declaration an apartment in Odesa with an area of 210 square meters. m at a price 14 times lower than the market price, as well as a land plot of 124 acres for UAH 31,000 instead of the real UAH 12 million. The total value of the property is about UAH 25 million, while Khandusenko’s declared income is UAH 5.4 million.
In addition, the official’s family had expensive cars: a Bentley Continental GT and a new Land Rover Range Rover registered to the wife of Daria Kochurin, while the declaration indicated only a 2013 Range Rover.
The declaration also shows the wife’s loan of UAH 16.7 million from the co-founder of Rostdorstroy LLC, a company with which Khandusenko is in litigation regarding the repair of the Khadzhibey estuary dam worth more than UAH 62 million.
Journalists emphasize that these data indicate possible violations and conflict of interests in the family of a high-ranking official.
The National Agency for the Prevention of Corruption (NACP) made important changes to the procedure for conducting full checks of officials’ declarations.
We will remind, in September 2025, the National Agency for the Prevention of Corruption completed 75 full audits of declarations selected according to a risk-oriented approach.
