According to the case materials, at the end of October 2024, Privatbank stopped financial transactions in the amount of UAH 196.89 million between the non-resident company Smart Investments Cyprus Ltd, owned by Vadym Novinsky, and a private executor.
The State Financial Monitoring Service of Ukraine believes that behind this operation was hidden a complex scheme for the assignment of debts of Novinsky’s company, which could have arisen on the basis of pretended loan agreements, factoring and other financial mechanisms. According to financial monitoring, the purpose of the scheme was to legalize the funds of a sanctioned person.
“Taking into account the available information contained in the materials of the criminal proceedings, information has been received that the specified funds have evidentiary value, since an attempt to legalize them by concluding pretend loan agreements, factoring, may indicate an attempt to avoid the restrictions that the sanctioned person is actually subject to.”
On September 12, law enforcement officers stopped the pre-trial investigation of Vadym Novinskyi, a suspect under the articles “Treason” (Part 1 of Article 111 of the Criminal Code of Ukraine) and “Inciting religious enmity and hatred” (Part 2 of Article 161 of the Criminal Code of Ukraine), because he is wanted.
The investigation sent requests for international legal assistance to Croatia, where, according to the investigation, the oligarch may be. It is also known that Novinsky has a residence permit in Germany, but left the country on August 24, 2023.
The investigation claims that no later than 2018, Novynskyi acted in agreement with the Patriarch of Moscow Kirill, spreading information in support of the policy of the Russian Federation, aimed at weakening the independence of Ukraine and spreading the ideology of “Russian peace”.
He also expressed negative assessments of the OCU and the UOC KP, which, according to the investigation, can be interpreted as inciting religious enmity.
At the request of the Main Investigative Department of the State Security Bureau, the court seized Novinsky’s apartment with an area of 666.7 square meters. m in Kyiv, two plots of land with a total area of 0.2 hectares in Kozyna near Kyiv, a Mercedes-Benz V250 d car, 2017, UAH 8 million in deposits, made by Novinsky in 2016 for the former deputy head of the Odesa Regional State Administration Oleksandr Orlov.
Novinsky has been under sanctions in Ukraine since 2022. According to the decision of the National Security and Defense Council and the presidential decree, 15 types of personal sanctions were applied to him until June 2029.
In May 2025, President Volodymyr Zelensky reported that Novinsky, together with Medvedchuk, threatened him and his family at the beginning of a full-scale invasion of the Russian Federation and delivered ultimatums from Putin about surrender.
Novinsky denied these words, but in fact confirmed contacts with persons of the Russian Federation at the beginning of the war.
