Committee of the Verkhovna Rada on issues of state power, local self-government, regional development and urban planning announced on support for draft laws aimed at restoring historical justice and honoring the memory of citizens who defended the idea of national dignity of Ukraine.
This was reported by the head of the Committee, the leader of the party “ Servant of the People » Olena Shulyak . She noted that these draft laws are recommended to be included in the agenda of the Verkhovna Rada of the upcoming meetings .
It is about the draft law on the creation of the Museum of the Revolution of Dignity, as well as the draft law on decolonization in the sphere of monetary circulation.
According to her, the first draft law is No. 14166 “ On making changes to some laws of Ukraine regarding the design and construction features of the National Memorial Complex of the Heroes of the Heavenly Hundred — the Museum of the Revolution of Dignity » — was registered at the end of October. It provides for the creation of a special legal regime to complete the construction of the Museum of the Revolution of Dignity, which was blocked by bureaucratic obstacles: complex permit procedures, the status of a protected zone, and legal conflicts.
It is about the cancellation of the restrictions established by the Laws of Ukraine for this object “ On the regulation of urban planning activities » “About highways » , “ On the protection of cultural heritage » .
“ This will make it possible to remove the seizure from the plot of land on the street. Heroes of the Heavenly Hundred, 3 and hand it over to the National Memorial Complex of the Heroes of the Heavenly Hundred and build the specified facility on it » Shulyak explained.
The parliamentarian noted that the draft law refers specifically to the implementation of the design and construction of the Museum of the Revolution of Dignity without additional permit procedures. For this, the lawmakers propose:
To supplement the Law of Ukraine “ On the regulation of urban planning activities » new provisions, which provide that the effect of the third part of Article 24 does not extend to the provision of land plots on the Alley of Heroes of the Heavenly Hundred in the city of Kyiv to the National Memorial Complex of the Heroes of the Heavenly Hundred.
Establish the possibility of designing and building an object without obtaining town planning conditions and restrictions and without taking into account land use regimes defined by the Law of Ukraine “ On the protection of cultural heritage » .
To supplement the Law of Ukraine “ About highways » the norm according to which the effect of the second part of Article 18 does not apply to construction on these land plots.
At the same time, Olena Shulyak emphasized, this draft law is aimed at regulating the implementation of only this object of state importance and does not change general approaches to urban planning and road regulation.
In addition, she said, the Committee supported and recommended that draft law No. 14093 be included in the agenda “ On making changes to some laws of Ukraine regarding the re-Sovietization (de-Sovietization) of the name of the currency of Ukraine » aimed at decolonization in the sphere of monetary circulation. It is about removing a small coin from circulation “ kopeck » and returning a coin called a “step” that is and authentic Ukrainian word.
“ Ukraine is one of the three countries where the small coin is still called “kopeyka”. The other two are the terrorist state and its accomplice, Belarus. Therefore, it is high time to fix it. That is why the Committee supported draft law No. 14093, which returns the name “shag” to a small coin, which is an authentic Ukrainian word, historically rooted, which returns us to our own monetary tradition » Shulyak explained, adding that changing the name of the small coin will not require additional budget expenditures.
As reported, by the end of 2025, they plan to produce 20 million coins with a denomination of 50 shags. 50 kopecks are not withdrawn immediately, because as of September 1, 2025, 1.4 billion coins of this denomination are in circulation. During the transition period, the penny and the shag will be in circulation at the same time. The ratio of a penny to a step is 1:1.
