The Cabinet of Ministers of Ukraine liquidated the State Reserve. In its place, a new central body of executive power, which implements state policy in the field of state reserves, was created – the State Agency for Management of Reserves of Ukraine.

The government made relevant decisions on September 26.
The State Reserve Management Agency will exercise the powers provided for by the Law “On State Reserves”.
“They are significantly different from the powers exercised by the State Reserve, so we are launching a fundamentally new structure of this state body,” said Economy Minister Yuliya Svyridenko.
The state reserve management agency will be responsible for managing the state material reserve, which does not include the mobilization reserve.
It is about the creation of stockpiles of material values, consisting of stockpiles of raw materials, fuel and energy, material and technical resources, industrial and food products, medicines and medical products, intended for use in peacetime, as well as in a special period.
The purchase of tangible assets of the state material reserve will take place exclusively at electronic auctions.
Also, the new body will form the nomenclature of material values and norms of their accumulation in accordance with the new procedure approved by the Cabinet of Ministers.
“Thanks to these changes, we are moving from the outdated Soviet storage system to modern mechanisms for the formation and storage of state reserves,” said Svyridenko.
Management of the mobilization reserve, including the sale of de-armored material assets, will be carried out by other state bodies, defined by the Law of Ukraine “On State Reserves”.
In addition, the government approved the procedure for maintaining the Unified Register of State Reserves and providing access to it.
Previously, the Security Service of Ukraine prevented the illegal alienation of the property of the enterprise, which is under the management of the State Reserve Agency.
