The Cabinet of Ministers has published a new procedure for reservations from mobilization. According to it, the deferrals issued by the Ministry of Economy and through Diya will expire on February 28, 2025.
This is stated in Cabinet Resolution No. 1332.
The government established that the deferrals granted by the decisions of the Ministry of Economy are valid during the period for which they are granted, but no later than February 28, 2025. The same applies to postponements that were provided by means of the Unified State Web Portal of Electronic Services (“Action”).
After this period, deferrals will be cancelled. The Ministry of Economy should send a decision on the cancellation of the postponement to state authorities, as well as to the Ministry of Digital Transformation and the Ministry of Defense.
The government also clarified the conditions for cancellation, in particular, it refers to the dismissal of an employee, the closure of a critical enterprise or the end of the term of appointment.
The resolution enters into force on December 1, 2024, however, some of its clauses become effective from the date of publication of the document.
We will remind, on October 20, Ukraine temporarily suspended the booking of conscripts through Diya. The reason for this is the audit of previously booked citizens. Also, in Ukraine, they decided to re-check enterprises for criticality for booking employees.
The government has tightened the requirements for reservations against mobilization. For enterprises that have retained critical status, there will be a transition period until February 28, 2025 regarding the reservation of employees. By this time, companies must reissue the reservation according to the new rules.
In addition, one of the reservation criteria will be the average salary level of employees. It should be at least 2.5 minimum wages, i.e. at least 20 thousand hryvnias per month.
Previously, the Prime Minister of Ukraine, Denys Shmyhal, noted that summonses for mobilization through the “Oberig” system were primarily received by conscripts who do not pay taxes.
