From December 1, 2024, the possibility of reserving employees of critical enterprises from mobilization will be restored in Ukraine. The process will be carried out exclusively through the Diya portal, as reported by the Deputy Prime Minister, Minister of Digital Transformation Mykhailo Fedorov in his Telegram.
Main details:
- Transition to online booking. Previously, the process was carried out both through Diya” and offline. Now only the online option is available, which will speed up the processing of documents.
- Criticality status. Businesses that confirmed this status during the audit must update it by February 28, 2025.
- Armor action. The reservation will be valid until February 28, 2025.
- Booking of new employees. It will take place without the need to work for a certain period, provided that the salary is over 20 thousand hryvnias (exception – state and communal enterprises, residents of Diya.City).
Criteria for enterprises:
- Residence in Diya.City.
- Payment of more than 1.5 million euros in taxes per year.
- Income over 32 million euros.
- Importance for the national economy or the needs of the territorial community.
The procedure for submitting documents:
Enterprises must collect a package of documents confirming compliance with the criteria and submit them to the relevant state body:
- energy – Ministry of Energy
- agriculture – Minagro
- residents of Diya.City – Ministry of Digital
- other categories – the Ministry of Economy
This innovation is aimed at optimizing the process and supporting critical sectors of the economy under martial law.
Previously, the Prime Minister of Ukraine, Denys Shmyhal, noted that summonses for mobilization through the “Oberig” system were primarily received by conscripts who do not pay taxes.
