Of the EUR 1.5 billion budget for 2025-2027, EUR 300 million was allocated specifically for Ukraine. The European Union has approved the European Defense Industry Program (EDIP). The program should help integrate the Ukrainian military-industrial complex into the European defense system and ensure the timely supply of important products.
EDIP is designed to increase the EU’s defense readiness and strengthen the competitiveness of the European defense industry. The program will finance:
- Joint Procurement: Member States will be able to join forces for joint production and procurement of defense products, including the creation of dedicated readiness pools.
- Support for the Ukrainian military industry: 300 million euros will go towards the modernization of Ukrainian defense enterprises and their integration into European supply chains.
- Increasing production capacity: financing measures to increase the production of critically important types of defense products.
- Innovative and collaborative projects: supporting joint European defense projects that enhance the military capabilities of member states.
In addition, the program envisages the possibility of additional contributions from member countries or third parties, which will allow expanding funding in the future.
How security and control of components is ensured
In order to protect the EU defense industry and not depend on unreliable suppliers, EDIP sets a limit: components for the Ukrainian Support Instrument should not exceed 35% of the total cost of the product, if they come from outside the EU or associated countries. Components from countries that conflict with EU security interests are generally prohibited.
It is the first EU-level supply security system that helps make supply chains resilient and respond quickly to crisis situations.
Implementation period and next steps
The EDIP Regulation will be signed on December 17, 2025 and will enter into force the day after its publication in the Official Journal of the EU. The program will operate in the period 2025–2027 and will become the basis for long-term support of the defense industry in Europe and Ukraine.
As noted in the Council of the EU, “EDIP will make it possible to strengthen the defense capabilities of the EU, increase the readiness of the member states to face modern threats and ensure the timely supply of the necessary defense products.”
