The document should expand the list of grounds on which citizens may be restricted from crossing the state border in wartime conditions.
Currently, the text of the draft law and the explanatory note to it are not yet available on the parliament’s website, but individual details of the initiative are already being voiced by people’s deputies.
Co-authors of the draft law were deputies from several factions — from “European Solidarity”, “Servant of the People”, “Holos” and “Batkivshchyna”, which demonstrates cross-party support for this idea.
Among the initiators are Iryna Friz, Yuriy Mysiagin, Dmytro Pryputen, Oleksandr Fedienko, Roman Kostenko, Solomiya Bobrovska and Vadym Ivchenko.
They insist that in conditions of large-scale aggression, the status of a booked person should be connected not only with papers, but also with a real stay in Ukraine.
People’s Deputy Oleksandr Fedienko explained that it is about people officially booked as critical for the functioning of the state or the economy.
According to him, if a person received such a status, he should physically stay in Ukraine to fulfill his duties, and not live abroad, using formal preferences.
The initiative is designed to close the loophole when a person is considered “critical” only on paper, while in fact he is out of the country for a long time.
