Podlas reported that the Verkhovna Rada had already approved in the first reading an increase in defense expenditures by UAH 412 billion. An additional need was due to a decrease in international assistance and greater intensity of hostilities.
The chairman of the budget committee stated that in the second reading changes to the budget will be approved on August 19-20.
She doubts that in 2025 there will be another increase in defense expenditures because it is unrealistic to find funds.
In the State Budget of Ukraine for 2025, the expenditures for defense are in the amount of UAH 2,223 trillion. In the first quarter, Ukraine’s defense and security costs increased to 73.5% of the total state budget.
The government has repeatedly reported plans to increase military expenditures. But the Minister of Finance Sergey Marchenko emphasized that taxes for citizens will not raise. Last year, increased expenditures in the fall, including by increasing taxes (in particular, military levy from 1.5% to 5%).
As you know, the Verkhovna Rada supported continuation martial law and mobilization for 90 days. The corresponding decision was made by 304 people’s deputies. Martial law and mobilization will operate at least on November 5, 2025.
