Bulgaria (59), Luxembourg (62), Estonia (65), Catalonia (Spain) (65), Latvia (68), Lithuania (68), Montenegro (75) are among countries with low density. According to these data, as of January 31, 2024, in 51 prison institutions of the Council of Europe Member States were 1,021 431 prisoners. In total, as of January 31, 2024, the country with the highest number of prisoners was Turkey (303 705 prisoners), in Ukraine – 44 024 knitted. The countries with the highest detention were Turkey (356 prisoners per 100,000 inhabitants), Azerbaijan (264), Georgia (261), Republic of Moldova (235), Poland (202). In Ukraine, this figure was 116 prisoners per 100,000 inhabitants. The overcrowding of prisoners remains a critical problem for a third of European prison administrations, according to the European Council. In total, in Europe, the number of prisoners per 100 available places increased from 93.5 to 94.9 from January 31, 2023 to January 31, 2024 with significant differences between countries. In countries with a population of over 500,000, fifteen prison administrations have reported that the number of prisoners exceeds the number of available places.
