According to Bloomberg, the Defense Finance Plan of Fon Der Lien will consist of three elements. They are all complex, and it is unclear to the extent they will be implemented, the sources of the agency say.

The first part of the plan will allow EU countries to spend more, softening fiscal rules. According to some officials, it can help attract up to 160 billion euros.

Negotiations focus that defense costs are not taken into account when calculating the budget deficit. It should be agreed on what to consider defensive costs, how long this rule will apply and whether it will affect the achievement of NATO goal – defense costs at 2% of GDP.

The second part involves creating a new tool for sharing EU levels. These funds will be aimed at investing in joint areas in areas such as air defense, long -range strikes, missiles, drones and military artificial intelligence.

Some high-ranking EU officials and Member States offer the idea of ​​common borrowing, but this issue raises disputes and differences in the European Union.

The third part of the plan concerns the weakening of investment restrictions for the European Investment Bank, which can now invest only in dual -use goods. This will attract more funding, including private banks.

In addition, during closed discussions, von Der Lien proposed the idea of ​​redistribution of EU unspent funds, including money collected for recovery after the Covid-19 pandemic.
