Details: It is noted that due to gaps in the national legislation there were numerous cases where persons who have received the permission of the State Border Service for temporary departure abroad by letter of assistance from the Ministry of Culture did not return to Ukraine within the set time.

In order to achieve legal certainty in this matter, at the end of 2022, the Ministry initiated changes that would minimize the use of cultural diplomacy goals for illegal traveling abroad during martial law. However, as of today, this issue remains unregulated.
It is stated that the Ministry of Culture has now developed a project to amend the resolution of the Cabinet of Ministers of Ukraine “On the Rules for the Crossing of the State Border by Citizens of Ukraine” of January 27, 1995 No. 57, which is at the stage of interagency approval.
The proposed document regulates the issues of comprehensive requirements for the decision to make a letter to assist men of conscript age working in the field of culture, information security, strategic communications and linear audiovisual media for their temporary departure abroad during martial law.
