The Committee recommends that the Verkhovna Rada include the draft law (reg. No. 12076) in the agenda and, based on the results of the consideration of the draft law in the first reading, adopt it as a basis, instructing the Committee to finalize the specified draft law taking into account the amendments and proposals of the legal subjects of the legislative initiative and submit it for consideration Verkhovna Rada in the second reading
According to the draft law, which was submitted to the Council by the Cabinet of Ministers at the end of September, it provides that women who are suitable for military service due to their health and age and who have expressed a desire to undergo basic military service, immediately before being sent for military service, are taken into military registration conscripts
After completing the basic military service, women released from military service are registered as conscripts. The draft law also changes the procedure for placing conscripts on military registration. Currently, military registration of men who have turned 17 years old is subject to military registration during January – March.
The Cabinet proposes to establish the period from January 1 to July 31. Men at the age of 17 can register for military service through the Unified State Register of Conscripts, Conscripts and Reservists, or in person at the TCC and SP. Important reasons for not passing electronic identification or not arriving at the TCC and SP can be:
- disease;
- natural obstacle;
- residence (stay) during the special period in the territory of Ukraine temporarily occupied by the Russian Federation, where hostilities are taking place.
If men at the age of 17 have not registered for the military, they will be registered for it only after their personal arrival at the TCC with simultaneous prosecution in accordance with the law, provided they reach the age of 18.

The Law on Strengthening Mobilization, which entered into force on May 18, provides for the introduction of basic military training instead of conscription, which will be conducted in higher military educational institutions, military educational units of higher education institutions, educational units (centers) of the Armed Forces of Ukraine, etc.
Basic general military training is conducted with the aim of obtaining the military accounting specialty, skills and abilities necessary for the fulfillment of the constitutional duty to protect the Motherland, independence and territorial integrity of Ukraine by citizens of Ukraine
According to the law, it should start from September 1, 2025. Men between the ages of 18 and 25 will undergo basic military training, and women – voluntarily. Also, after May 18, men between the ages of 25 and 60 had to update their military registration data.
The law contains a provision according to which women who are fit for military service due to their health and age and who have graduated from professional (vocational-technical), professional pre-university or higher education institutions and have obtained a medical or pharmaceutical specialty, are subject to military registration for military service connected
They can be called up for military service or engaged to perform work to ensure the defense of the state in wartime on a voluntary basis.
Women who have a specialty or a profession related to the relevant military accounting specialty can register for military registration at their personal request.
