The development of the Kedr missile complex was carried out on the basis of the Rubezh missile complex, however, according to Skibitskyi, “something went wrong” with the Russians, and in 2017 they stopped this development. Instead, the Russian Federation opened a new research and development project called “Hazelnut”.
