Kravchenko: “If the Veselka kindergarten in Gostomel is not completed by the end of this year, the contract with the contractors will be terminated”

The head of the Kyiv Regional Military Administration, Ruslan Kravchenko, has warned of the termination of the contract of the contractor rebuilding the “Rainbow” kindergarten in Gostomel, if the facility is not handed over by the end of this year. “Recently, I have been receiving a lot of complaints from the residents of Gostomel regarding the delay in the reconstruction of this institution. In early March 2022, as a result of constant shelling by the Russians, the roof and walls of Veselka were destroyed, and part of the premises burned down.

Before the war, almost 300 children attended the kindergarten. He visited the facility with an inspection without warning. Work here started in the fall of 2023. We planned to hand over the facility, which is being restored at the expense of the Fund for the Elimination of the Consequences of Armed Aggression, in a short period of time. In parallel with the restoration of the kindergarten premises, we are equipping it with a shelter,” Kravchenko said.

He noted that during the restoration of the kindergarten there was a need to adjust the project, because there are many works that were not provided for in the project and estimate documentation, however, according to him, during the inspection, he saw that there is another reason for the delay – insufficient number of workers.

Talked with the contractor. I made it clear that I would not allow this object to be turned into a long-term building. The deadlines are significantly overdue. Therefore, I gave a deadline until December 31, 2024. The kindergarten should be put into operation this year. If this does not happen, we will terminate the contract and go to court to compensate the contractor for damages. No one was forced to undertake reconstruction, so if the contractor signed the contract, he must fulfill all his obligations. He also informed the parents, whom he talked to near the kindergarten, about his demands for the contractor

Also, the head of the OVA added that the kindergarten has already been dismantled of damaged structures, a roof has been installed, insulation and waterproofing of the underground part of the foundation has been carried out, window blocks have been installed by 55%, etc.

“Currently, the installation of partition walls, brickwork and plastering work, installation of windows continues. The shelter is 80% ready. Dismantling, earthwork and monolithic works, as well as the arrangement of the floor and partitions, are being carried out here. Plastering work, arrangement of water supply and electricity supply are being carried out,” – summarized Kravchenko.
