This is how the Ministry of Foreign Affairs of Ukraine reacted to the fact that the International Federation of the Red Cross (IFRC) refused to exclude the Russian Red Cross (RCX) from its membership, despite its gross violations of the organization’s charter. The Ministry of Foreign Affairs emphasized that the text of the decision of the IFRC does not contain a proper assessment of the illegal activities of the Russian Red Cross in the occupied territories of Ukraine, in particular in the Donetsk, Luhansk, Kherson, Zaporizhia regions and Crimea. The Ukrainian side has repeatedly emphasized that the presence of the RCH there is a gross violation of the laws of Ukraine, international law and the Statute of the Red Cross.
The decision of the IFCH contradicts the UN resolutions, which call not to recognize Russia’s annexation of Ukrainian territories, the agency emphasized. There is also no reaction to the activities of the “Donetsk” and “Luhansk” Red Cross, which support the occupation authorities of the Russian Federation.
Ukraine provided evidence of support for the Red Cross by the aggressor state, including facts of illegal seizure of property of the Ukrainian Red Cross.
“The Red Cross Society of Ukraine is the only recognized Red Cross society that carries out humanitarian activities throughout the territory of Ukraine within its internationally recognized borders and is authorized to create local Red Cross branches. Donetsk and Luhansk regional branches are its integral parts and continue to function, although they were forced to temporarily leave the temporarily occupied territory of Ukraine, escaping from the persecution of the occupation administration of the Russian Federation,” the Ministry of Foreign Affairs said in a statement.
Ukraine expects the IFRC to continue monitoring and providing an objective assessment of the actions of the RFCH, which undermine confidence in the entire federation.
Earlier, ombudsman Dmytro Lubinets promised to appeal to the donors of the IFCH because of the organization’s refusal to exclude Russians from its membership.
Lubinets demanded an investigation into the activities of the Russian Red Cross (RCX) for violating the principle of neutrality.
It was reported that Moscow finances the Russian Red Cross separately from the federal budget, and employees of this organization could abuse Ukrainian prisoners of war in Russian colonies, including in the occupied territories of Ukraine.
